is some slowing on the altamont pass. there is a little slowing on highway four. highway four westbound has some slowing getting into concord other than that, though, we're doing pretty well. let's take a look at highway 24. it looks like my 24 camera may have frozen, so go to the bay bridge and that camera looks very nice. look at that. not a lot of traffic there. so we're having a light friday. i hope you enjoy it. i think that some of these light fridays may be going away when school starts back, but today it is definitely light. 701 let's get back to the headlines. >> all right sal, thank you for that. a memorial service will be held later today for a san francisco police officer who died unexpectedly last month. ktvu sally rasmus joins us live with details on the plans for this morning's service. alex, good morning. >> good morning. frank. that memorial starts at 930 this morning here at saint mary's cathedral on gough street. so we're about an hour and a half

away, and you can see some san francisco police officers doing a security sweep with their k-9s around the building. here, friends, family and members of the public are invited to come here in the next couple of hours to remember san francisco police officer luciano ortega, the 29 year old officer died unexpectedly late last month after he collapsed during a rugby game, a hobby he usually did every sunday afternoon. he went to the hospital and was pronounced dead there after collapsing during that game. ortega had been on the san francisco police force for nine years and most recently worked in the mission station. his friends and colleagues describe him as an empathetic and dedicated police officer who loved his job and had wanted to be on the san francisco police department force since he was a kid. he came from an sfpd family. both of his parents were san francisco police officers. ortega is survived by his wife, whom he married just a couple of years ago. now, mayor london breed and other city leaders are expected to attend this memorial. sfpd says the memorial is open to the public, so anyone

who wants to come can attend and can go inside saint mary's cathedral. when this gets started around 930 this morning. and that is why we've seen the police officers and the canines doing a security sweep around the building. they are expecting a large crowd here. keep in mind that parking is very limited in this area. in fact, since early this morning we've seen these no parking signs lining both sides of gough street. so if you're planning to attend this memorial, you want to be aware of that. also, if you're driving through this busy street around 930 this morning, there may be some traffic delays because of the large crowd expected here. live in san francisco. ali rasmus, ktvu, fox two news. >> thank you ali. time now. 703 san jose police are rallying together after a suspected drunk driver slammed into two community service officers last saturday and killed one of them. officers long pham and veronica bear were providing traffic control for a separate accident when the suspected drunk driver

plowed into their patrol car. officer pham died. officer bear was badly injured and suffered a broken jaw, cracked ribs and internal bleeding. >> it's definitely in high spirits, she's very much happy to be home, though very much so. still recovering now, the san jose police foundation is raising money to support their families. >> we have a link to the donation site at ktvu .com at web links. >> time now is 704. the owner of several san francisco towing companies appeared in federal court on mail and wire fraud charges. prosecutors say the owner, jose badillo, along with jessica nero, submitted fraudulent insurance claims. badillo is accused of buying a car with existing damage and then finally in an insurance claim in 2019, saying that nero wrecked the car in an accident. nero allegedly received a $34,000 insurance payment. at the time, badillo owned at least

two towing companies in san francisco. all this comes the same day that the fbi raided a tow yard in the city. agents collected evidence at specialty towing that's located on oakdale avenue. fbi confirmed that if carried out what it called, a court authorized law enforcement activity at the site, as well as two other locations in the city, one on franklin street. the other was on lane street. fbi said these actions were all related to an ongoing federal investigation, but could not release further information about the case. >> our time now is 705. a school board in the east bay is putting a new school district anti-racism policy in place after parents complain students from various campuses in the west contra costa unified school district have been dealing with racist behavior. staff members have also endured being called racial slurs, as well as getting hateful drawings and writings for many years.

software delayed the process in earlier elections to register to vote in the school board elections, 16 and 17 year olds must use the existing youth voter pre-registration time now. >> 707a recent poll shows voters in san francisco are leaning towards incumbent mayor london breed in the race for mayor. the chronicle conducted the poll between july 31st through august 5th. 28% of voters say they would rank london breed as their first choice, or they're leaning towards her. that's 10% higher than a similar poll back in february. the following close behind at 20%. it's former mayor and supervisor mark farrell in the meantime, a scheduled debate among the top mayoral candidates is now off the commonwealth club was due to host the event next wednesday, but mayor london breed has dropped out, saying that two other groups involved in the debates connected sf and the voice of san francisco, have

calistoga who's fighting for her life right now. she was critically injured after a police patrol car hit her. ktvu is andre senior is here in the studio now. you have more information about that accident and about the victim. >> well, dave, coworkers and friends describe brenda rubio as a kind hearted woman who brought joy into the lives of everyone she met. they say the young restaurant server worked hard to help support her parents and her younger brothers, as well. but at this point, it is unclear when she will be able to return to her job. in the heart of wine country that's following an

accident on the streets of calistoga nearly two weeks ago. investigators say the 22 year old was struck by a police vehicle while walking home near a local gym. she suffered a traumatic brain injury and several broken bones. >> it was really heartbreaking, like seeing her go through it. yeah, something you wouldn't wish upon anyone you really care about. >> chp says she was in the crosswalk when a calistoga police sergeant making a left turn in a patrol car struck her. she was taken immediately, airlifted to a hospital. >> she was on life support, and, and, you know, they they didn't know if she was going to make it through the night. >> friends of brenda has recently. they've recently shown some signs of improvement. they say she is improving in the hospital now, at least a little bit. but they admit she is on a long road to recovery. chp leading the investigation into this crash. but at this point there is no timeline on exactly when the highway patrol will release its findings to the public. her coworkers and

overpass. his executive order two weeks ago allocated $24 billion to local governments to address homeless issues in the state, but the l.a. county board of supervisors responded by voting to oppose his order and reaffirm the county's policy of not putting homeless people in jail. with all due respect, there's no more excuses. >> everything the cities and counties have asked for, the state of california has delivered, and the supreme court, just so there's no more excuses. so where's the urgency? drop everything else. get out there and address the number one, two and three issue in this state with an intensity of purpose. >> newsom did applaud cities and counties such as san francisco that have completed with or compiled with the executive order, the state cannot require cities to clean up encampments, but it can deploy state workers to clean up state property or deny funding altogether. >> all right. time 718 bart expects your service to be back

to normal this morning after a big computer problem disrupted service for more than eight hours. it affected seven bart stations from hayward to the berryessa north san jose stop. bart says the problems were fixed last night about 630, and all bart stations were reopened during that service break. ac transit and vta sent in busses to pick up stranded bart riders. bart blames the problem on the system to make sure there's a safe distance between bart trains. >> all right, 718 let's keep the traffic thing going here with sal and i overheard you in the newsroom. you said, you know, it's not a busy day. it's friday. >> it is? yeah. it's not a busy day today. it's actually light. in case you're wondering about bart that we just spoke of. all the bart trains are running as normal today, so they did fix those issues. let's go right to some of the busiest commutes. we normally have. and look, the richmond bridge does not have a

lot going on, and that's great. we also do have a nice looking commute on 24 and 680. and here at the toll plaza we have not had any slowing. so i like what we see and things are likely to get even better as the morning wears on. there's still some slowing. for example, on highway four coming in from pittsburg bay point over to hill to concord. so as more time wears on, that commute may actually get better. as we get closer to 8:00 719 what about the overcast start? here's steve sal. >> thank you sir. we'll day one here on the outside lands or the fog side lands if you will forecast here. fog sun during the day. it's not bad. but then at night that temps going to drop off. so, you know i think you know the drill here. it's not going to be hot. i can tell you that. i mean if it was you know inland it'd be a different forecast. but not in the city. pepper tree villa. how about that pepper tree? villa is looking very hazy in martinez this morning. yes, it is as very hazy yesterday. and also a lot of smoke, haze, air quality

advisory out. not too bad, but there's a mix of green and yellow. might be a little red up towards reno in the north shore because of the multiple fires sending in some haze. i think by sunday monday we start to get rid of this as the wind picks up and temperatures really cool off. i cannot look at all the lightning over the central sierra, mainly around highway 395 and bishop. the four corners is just going bonkers with lightning shows and big time monsoon moisture. the projections into colorado are, i mean, quite wet. so if you have to travel that way, keep that in mind. there's been some huge downpours and monsoon moisture taking shape there. some of it sneaks into southern california, but it's not coming in our direction. we'll warm it up a little bit after the cool down yesterday. napa, san ramon, burlingame, cupertino, up a little bit, 70s, 80s to near 90 degrees. and one more day of 90s that will be tomorrow. and then everything says a cooler pattern. and maybe for a while looks to be kicking in sunday into next week. it will be a nice friday. hazy sunshine, low

public memorial is at saint mary's cathedral. it begins at 930 this morning, and if you're going, you're asked to arrive at least 15 minutes earlier. >> we are learning more about the fatal shooting of oakland police officer twan lay. he was killed during an undercover operation while following a suspect in a burglary at a marijuana grow house. the officer, who was sitting in the passenger seat at the time in an unmarked police car next to officer lay, has testified the gunshots came from behind them. lay was struck in the head and died. this new information came during a preliminary hearing this week for the four men who are charged with murder in officer lay's death, uc berkeley administration and campus police say there is no longer a threat at the school. this morning, reports of gunfire at the clark kerr track on the southwest side of campus sent the school into lockdown yesterday. investigators say. witnesses described the shooter as a man

with bleached hair, red or orange highlights. but campus police couldn't find the person. they say two gunshots went off near the track early in the morning on thursday, but there were no injuries and normal operations resumed. the state assembly has passed a bill aimed at closing the locked door loophole for auto burglary case. under current state law, prosecutors must prove that the owner locked the car door in order to convict someone for auto burglary. a broken window is just not enough. victims must also come, come and go to court to testify. a challenge for tourists. the bill allows forcible entry to be sufficient to prove a crime had been committed. it heads next to the senate for a concurrence vote before off to the governor's office. well, details are starting to leak out regarding this weekend's political fundraiser in san francisco for kamala harris. >> frank is going to be held

the retailers as the opening bell rang this morning, the s&p 500 started the day after its best day of gains in two years, recovering some of those losses from earlier in the week and last week. economists here now placing a lot of the blame on the volatility here in the u.s. and the global markets. on the situation in japan as the japanese federal policymakers are, have been trying to boost the value of the yen. now, as we take a live look, a little bit of a mixed picture here this morning, no big swings. as you can see, the dow jones down a little bit. the nasdaq down very slightly. and the s&p 500 managing a little bit of a gain today samsung is recalling more than a million electric stoves due to potential fire risks. the consumer product safety commission says the knob on the stoves can accidentally be turned on even by a pet. now samsung reports more than 200 unintentional activations, which

resulted in 250 fires and 40 injuries. the consumer product safety commission reports. seven stove fires actually led to the deaths of some pets. samsung plans to provide free knob locks for certain slide-in electric ranges sold between 2013 and 2020 for paramount global, laying off 15% of its us workforce. paramount is trying to cut $500 million in annual costs across the company ahead of its planned merger with skydance. the job cuts will be in the finance, legal technology and marketing departments. paramount also reports it took a $6 billion write down in value for its cable television business, and fafsa will be delayed for the second straight year. the financial aid form is usually released on october 1st, but it will not be available until december. now, the us department of education says the system will be tested with a small group of students and universities in october to fix any potential issues before releasing that form nationwide.

holding another rally today outside of good samaritan hospital. it's part of an effort to stop downgrades of the regional medical center in san jose, organizers of the rally say the owner of the two facilities, hca healthcare, plans to divert investments in regional medical center to good samaritan hospital, which is in a more, more affluent neighborhood. they're also worried about losing essential medical services. well, today's the end of the day camp season in berkeley, a dozen recreation workers are now on strike. they're these union workers are part time counselors at the camp, and they're demanding higher pay and benefits, the workers say, because of the way the city of berkeley sets wages, these striking workers make less than the employees they supervise. the city of berkeley says these workers earned about $22 an hour, and they're among the top paid for their kind of work in the bay area. and they

officer luciano ortega, the 29 year old officer died unexpectedly late last month after collapsing during a rugby game. as you mentioned, andre, it was a hobby that he enjoyed taking part in. he played those games every sunday. unexpectedly, he collapsed during one of the games, was transported to the hospital where he later was pronounced dead. ortega had been on the san francisco police force for nine years, most recently worked in the mission station. his friends and colleagues describe him as an empathetic and dedicated officer who loved his job, and in fact, wanted to be a san francisco police officer from the time he was a child, both of his parents were san francisco police officers. ortega is survived by his wife, whom he married just a couple of years ago. he died just days before he would have turned 30 years old. back out here, live in front of saint mary's cathedral in san francisco. this memorial is expected to start around 930 this morning. it is open to the public, so anyone who wants to come and pay their respects is

arrive at least 15 minutes early, and we are learning more about the fatal shooting of oakland police officer twan lay. >> he was killed during an undercover operation while following suspects in a burglary of a marijuana grow house. the officer, who was sitting in the passenger seat in the unmarked police car next to officer lay, has testified the gunshots came from behind them. one struck lay in the head and he died. this news conference came during a preliminary hearing this week. for the four men who are charged with the murder in officer lay's death, uc berkeley's administration, a campus police say there is no longer a threat at the school. this morning, reports of gunfire at the clark kerr track on the southwest side of the uc campus sent the school into lockdown yesterday, investigators said. witnesses described the shooter as a man with bleached hair and red or orange highlights, but campus police couldn't find the person. they say two gunshots went off near the track early in the
